Historical Background, Executive Committee and Objective of International Organization of Mirgration

Historical Background of IOM
The International Organization for Migration (IOM) is an intergovernmental organization. It was initially established in 1951 as the Intergovernmental Committee for European Migration (ICEM) to help resettle people displaced by World War II. We are growing rapidly and count 125 member states or 18 states hold observer status as do numerous international and nongovernmental organization. But at present as of April 2015, the International Organization for Migration has 157 member states and 10 observer states. Its operations in early 1952 as the intergovernmental Committee for European Migration. Its constitution was adopted on 19 October 1953 and come in to force on 30 November 1954. Amendments were made to the constitution, effective 14 November 1989, and the organization was renamed the international organization for migration. The organization possesses full juridical personality and has its headquarters in Geneva.


Constitution of IOM
The organization three  organs are the Council, The Executive Committee and the Administration
The Council:
The Council, on which each member State has one representative and one vote is the highest authority and determines IOM policies.
The Executive committee:
The Executive Committee, at present Comprising 33 Member States Elected For two year periods, examines and reviews the policies, operation and administration of the Organization. The Standing Committee on Programmers and Finance (SCPF), which is open Budget and Finance and will normally meet twice a year to examine and review policies, Programmers and activities and to discuss budgetary and financial matters.
The Administration:
The administration, which comprises a Director General, A Deputy Director General and such staff as the Council may determine, is responsible for administering and managing the organization in accordance with the constitution and the polices and decisions of the council and the Executive Committee. The Director General, who is the Organization highest executive official and the Deputy Director Genera are independently elected by the Council for a period of five (5) years.
Objectives of IOM
 Assist in meeting the growing operational challenges of migration management
 Advance understanding of migration issues
 Encourage social and economic development through migration
 Uphold the human dignity and well being of migrates
IOM Strategic Focus
1. To provide international assistance for migration the integration o migrants in their new environment and to engage Diasporas, including as development partners.
2. To enhance humane and orderly migration and orderly management of migration and the effective respect for the human rights of migrants in accordance with international law.
3. To offer expertise advice, research, technical cooperation and operational assistance to states, intergovernmental and non-governmental organization and other stakeholders.
4. To contribute economic and social development of states through research dialogue, design and implementation of migration relate programmers aimed at maximizing migration benefits
5. To address migration challenges support states, migrants and communities in addressing the challenges of irregular migration, including through research and analysis into root causes, sharing information and spreading best practices, data collection compatibility and sharing.
6. To facilitate the integration of migration in a country and support regional and global debate and dialogue on migration including through the international dialogue on Migration, so as to advance understanding of the opportunities and challenges it presents, the identification and development of effective policies for addressing those challenges and to identify comprehensive approaches and measures for advancing international cooperation
7. To Assist States in the development and delivery of Programmers, studies and technical expertise on combat ion migrant smuggling.
8. To support the efforts of States in the area of labor migration in particular short term movements, and other types of circular migration.
